Google: HTML Structure Doesn't Matter Much For Ranking
Google's Gary Illyes stated that your website's HTML structure has little bearing on search engine rankings. Google's John Mueller: No One Can Guarantee Traffic
The ROI of implementing SEO adjustments is estimated using some algorithms that many SEOs use. They can calculate the likelihood that if they implement a particular adjustment and rankings rise by Y, possibly leading to an increase in clicks from Z, revenue will rise by a given percentage.
But those would be approximations, not promises. That is, unless, as some do, you offer your SEO services as a revenue-sharing arrangement.
